Medecins du Monde together with local partners in Vietnam contributes to decreasing HIV and AIDS prevalence among the most at risk people living in Hanoi and HCMC and contributes to a better quality of life for people living with HIV and AIDS. Services supported through local partners include sexually transmitted infection diagnosis and treatment, HIV prevention, HIV counselling and testing, care and treatment including ART, palliative care and support for orphans and vulnerable children.

The programme is currently developing in Hanoi (Tay Ho District) and in Ho Chi Minh City (District 6 and District 9).

The main duty of the Medical Coordinator is to direct and oversee the medicalaspects of the programme across all sites. The post holder works in collaboration with the Medical Project Officers of both sites.

She/he will have to:

Technical management
- Provide technical and methodological guidance and support to MDM medicalproject officers and supported OPCs on all aspects of the medical programme.
- Ensure the overall quality of the program medical component and initiatives as appropriate to improve the programme; responsible for the compliance with donors and health authorities standards and guidelines.
- Encourage full participation of PLHIV in all elements of the project cycle
Internal Coordination
- Prepare and attend national coordination meeting, prepare and chair a weeklymedical meeting by face to face or phone conference.
- Participate with medical team (both sites) in the monthly activity planning, monitoring and evaluation, budgeting and budget follow up of medical sector.
- Actively participate to harmonize processes and approaches between the two sites Consolidate monthly internal medical reports and quarterly donor reports (medical part);
- Contribute to writing new proposals in cooperation with the General Coordinator and Coordination team.
- Maintain strong and efficient collaboration with the social team to ensure the good integration of all social and medical activities, contribute to the recruitment process of the medical POs in MDM and the senior medical staff (eg ARV doctors, chief nurse, etc…)

Technical representation
- Establish a wide network of local and international institutions and individuals involved in the medical field in VN, develop partnerships and seek potential development of the programme
- Contribute to raise MDM technical profile: Attend relevant workshops, trainings and meetings in Vietnam. Regularly present finding and lesson learnt in technical forums and propose abstract to international conferences

Administrative activities:
- Work jointly with the MdM administrative team to supervise and validate expenses linked with medical activities.

Departure: 15/08/2009 – one year
Status: Volunteer (indemnities + per diem)
Monthly allowance: 915 Euros + Daily subsistence

Profile:
- Medical Doctor
- Master degree in Public Health is an asset
- Strong INGO experience (at least 3 year) and at least one on an HIV/AIDS programme and coordination of a technical team
- Fluent English and Vietnamese language is an asset
- Clear vision, analysis and synthesis skills
- Willing to build local capacity
- Cultural flexibility

MDM is present in Ethiopia since 1988 and has implemented different programmes (long term and emergency) in different regions. Two other programmes are in stand by in the northern part of the country (Prevention of mother-to-child transmission of HIV and Training in emergency obstetrics and surgery). The second one should restart soon. The general coordination team comprising an expatriate general coordinator, an expatriate administrator, and four national staff is based in Addis Abeba, the capital city.

The medical coordinator will work on the programme: “Support to Primary Health Care and Maternal Health Services in Korahe Zone, Somali Regional State, Ethiopia”
The general objective of the programme is to reduce morbidity and mortality in Kebri Dehar and Shilabo districts through improved access to quality primary and reproductive health care and strengthened prevention of epidemics outbreaks. Assessments have shown a very poor health services' offer, and the region is regularly affected by draughts. The first year phase aimed at strengthening Primary Health Care in 6, and then 8 Health Posts of Kebri Dehar District, 5 in Shilabo district, strengthening the activities of Kebri Dehar referral hospital with a special focus on obstetrical activities, and implementing an Early Warning System concerning epidemics and malnutrition in the zone. The second phase that has started in July 2008 carries on with the activities of the first phase and should include 6 new Health Posts from Kebri Dehar district. The support to the hospital, especially to the obstetric and surgery wards, has been reinforced, by hiring somemedical staffs to conduct activities in close cooperation with the hospital. In Shilabo district, special attention is paid to the nutrition component of our project.

At both Health Posts and Kebri Dehar Hospitals levels, the activities of the programme are to:

- assess infrastructure needs
- rehabilitate accordingly and equip according to standard list
- assess needs for trainings and carry out trainings
- revise/update protocols and ensure their implementation
- support drug supply
- implement vaccination outreach programmes, to monitor obstetrical activities
- monitor under-5 nutritional status
- monitor and improve the epidemiological surveillance
- sensitise communities
- carry out health and nutrition assessments.

The medical coordinator will have to supervise, organise and coordinate the mission’s medical part in order to guarantee the medical activity’s pertinence and the contract of objectives’ respect:
- He/she supervises, organises and implements the mission’s medical activities.
- He/she is in charge of the programme’s medical part continuous assessment; he/she supervises and organises its implementation.
- He/she takes part in the definition of safety rules, organises their implementation in the medical activity and he controls the respect of this rules by the team.
- In terms of management: he manages his national and expatriate medical team and he organises its activity at the operational level.
- He/she is in charge and guarantor for the respect of protocols and for the respect of ethics in medical terms.
- He/she takes part in drafting the next project's phase and writes the medicalnarrative reports (final and intermediary), in the respect of donors’ requirements.
- He/she is in charge of the mission’s medical budget.
- In terms of relation with the authorities and local partners, in the medical field: he/she takes part in the negotiation and in the development of agreements and contracts; he supervises and organises their application and keeps regular contacts.
- He/she is in charge of the exchange of medical technical information with the head office.
- He/she is in charge of the exchange of information about the context and themedical situation with the media under the authority of the general coordinator.

- Communications skills, with sense of diplomacy
- Drafting and reporting skills, ability to write concise and well presented reports in a timely manner
